Unity it’s a very good free develpment tool (before was commercial) for Windows and Mac (there is available also an iPhone version) that allows to create 3d games for web. To watch and play these games on your browser you just need Unity Web Player plugin.

I also wanna show you another interesting software, always free, to develop 3d games (real OS applications), it’s called FPS creator and allows to create games, specifically fps genre, in DirectX 9 (to develop in DirectX 10 you need the commercial version FPS Creator X10); on the site you can find also video tutorials and various model packs (objects, materials etc… you can use with the program).
